    179 oil theft incidents uncovered in one week – NNPCL

    The Nigerian National Petroleum Company Limited says it uncovered 179 incidents of crude oil theft in the past week.

    The company affirmed that the war on crude oil theft and vandalism rages on as industrywide security collaboration continues to safeguard hydrocarbon infrastructure.

    A video released by the NNPC shows the incidents recorded between January 11 and 17 across the Niger Delta region, with 29 illegal pipeline connections and 55 illegal refineries reportedly uncovered within the period.

    “Between the 11th and 17th of January 2025, a total of 179 incidents were recorded across the Niger Delta region, thanks to the coordinated efforts of NNPC Limited’s Command and Control Centre, Tantita Security Agency, Pipeline Infrastructure Nigeria Limited, Maton Engineering Nigeria Limited, Shell Petroleum Development Company Limited Nigeria, Liquefied Natural Gas, Oando PLC, and government security agencies,” the NNPC stated.

    The state-owned energy firm disclosed that security forces in Bayelsa and Abia States uncovered illegal pipeline connections and swiftly conducted repairs on them.

    It explained that the crackdown continued as security operatives dismantled illegal refineries producing black-market petroleum products in Rivers and Abia States.

    It was said that the week also revealed hidden storage sites used for illegal activities in Rivers and other locations in Abia.

    “Security forces exposed and destroyed these sites. Unfortunately, acts of sabotage led to several oil spills during the week, including a vandalised condensate pipeline and damaged wellheads in Rivers,” it was stated.

    On the road, security teams reportedly intercepted and seized vehicles loaded with stolen crude oil in Rivers, Bayelsa, and Abia, while wooden fibre boats packed with stolen crude oil were confiscated on the waterways.

    The company noted that the incidents spanned various corridors: 90 in the Central Corridor, 70 in the Eastern Corridor, five in the Western Corridor, and 14 in Deep Blue Water.

    A total of 30 suspects were said to have been arrested and handed over to government security agencies for further investigation.

    The NNPC said its resolve remains unshaken, and the fight against crude oil theft will continue until the menace is eradicated.

    The PUNCH reports that 128 illegal refineries have been discovered in the first two weeks of the year.

    Between January 4 and 10, 53 illegal pipeline connections and 73 illegal refineries were uncovered in the Niger Delta.

    Oil theft has been repeatedly blamed for the country’s inability to meet its yearly oil production targets.

    Troops close in on bandit leader Turji, kill commanders, 24 militants

    It appears that troops are steadily closing in on notorious terrorist kingpin Bello Turji, following a series of recent bombardments on his hideouts by the Nigerian military.

    In the last few weeks, the military has intensified operations targeted at Turji’s known hideouts, which has been largely successful.

    Turji is a notorious terrorist leader operating in North-western Nigeria, particularly Zamfara, Sokoto and Niger states.

    He had vowed to unleash terror on residents of Zamafara communities in 2025 over the arrest of his associate Bako Wurgi.

    On Wednesday, the Defence Headquarters announced that the second-in-command to terrorist kingpin, Bello Turji, Aminu Kanawa, has been killed by troops of Operation Fansan Yamma.

    The DHQ also stated that troops inflicted serious injuries on some of Turji’s close allies, including his younger brother.

    This development comes after the DHQ revealed on Monday that troops killed Turji’s fighters and son during clearance operations on his hideout.

    The military also taunted the terrorist leader for abandoning his son and fighters during the gun duel.

    The DHQ had previously vowed to capture or kill Turji in 2025, following his repeated mockery of the military and challenge to engage them in combat after being declared wanted and the arrest of his associate, Bako Wurgi, in December 2024.

    In a statement issued on Tuesday, the DHQ reaffirmed its commitment to capturing Turji despite the recent surrender of two terrorist leaders in the North-West region.

    Giving an update on the operation in the North West on Wednesday, the outgoing Director of Defence Media Operations, Maj Gen Edward Buba, also stated that over seven key commanders of Turji, along with more than 24 of Turji’s fighters fleeing his hideout, were killed when troops stormed his hideout.

    Buba said, “Sequel to ongoing military onslaught on terrorist in the NW of the country, between the 20-21 Jan 2025, troops of Operation FANSAN YAMMA neutralised the second-in-command of notorious terrorist leader Bello Turji’s namely, Aminu Kanawa. Troops also inflicted terminal injuries on some of Bello Turji’s close allies namely: Dosso (Bello Turji’s younger brother) and Danbokolo (one of Turji’s closest allies).

    “Additionally, troops neutralised several of Bello Turji’s key commanders namely: Abu Dan Shehu, Jabbi Dogo, Dan Kane, Basiru Yellow, Kabiru Gebe, Bello Buba and Dan Inna Kahon-Saniya-Yafi-Bahaushe, among others. Furthermore, troops neutralised over 24 fleeing terrorist from Bello Turji’s Camp around Gebe and Isa LGA of Sokoto State, as well as around Gidan Rijiya in Shinkafi LGA of Zamfara State.”

    Buba also said troops killed another notable terrorist during the onslaught on Turji’s hideout.

    He said, “Troops also neutralised another notable terrorist during the onslaught on Bello Turji’s enclave around Fakai high ground. He is identified as Suleiman, and a loyalist of late notorious terrorist leader, Halilu Sububu.

    “The late Suleiman was leading a reinforcement team to rescue Bello Turji’s Camp which was in disarray, when he was eliminated during the fire fight.

    “The death of Bello Turji’s second in command, close allies, commanders and combatants is a significant blow to the terrorist network in the NW of the country, as well as their military and fighting capabilities. These groups of terrorists were notorious for numerous kidnappings and terrorist attacks across the NW, particularly in Zurmi, Shinkafi, Isa, and Sabon Birni Local Government Areas in Zamfara and Sokoto States.

    “Overall, troops are not relenting until these terrorists are completely destroyed. Troops operations are aimed at creating an atmosphere of safety and security for all citizens.”

    Sokoto State has commended the Nigerian security agents, especially the Military for their efforts in dealing with bandits Kingpin and his gangs.

    Speaking on the development, Abubakar Isa, a resident of Isa, in Isa local government area of the state, said the news of the killing is a welcome development to the people of the area.

    He called on the military not to rest on their oars until their leader, Bello Turji, is captured dead or alive.

    Also speaking, Muhammad Abdullah, from Goronyo, said news of the killing came to the people of Goronyo as good news.

    He said the people of the area especially those in the rural areas have been suffering from the antics of the bandits for a long time which he said has collapsed the economic activities of the local government.

    Mallam Nuhu Bello, a commercial motorcycle operator in the state, said the killing is a welcome development for the people of Sokoto and Zamfara States.

    Bello, who hailed from Shinkafi local government area of Zamfara, said the atrocities of Turji and his gang was the reason why he left his community where he used to farm for motorcycle riding in Sokoto.

    “I ran from my community because of those bandits. I used to be a farmer but had to run for safety when we couldn’t access our farms unless we pay them tax.

    “The killing will definitely make the people in Shinkafi feel good and happy, “ he added.

    Mallam Altini Bashar, a security commentator while speaking with one of our correspondents, commended the military efforts in the victory being recorded.

    He said the military actions resulted in killing of many members of the bandits group.

    He however said the real identity of those killed can only be ascertained when the operation comes to an end.

    “Yes, I heard of the exercise and the killings, but I cannot confirm those who have been killed in the exercise.

    “ I believe after the end of the exercise, we will know the real identity of those who lost their lives in the fight”

    Meanwhile, the Sokoto State Government warned residents to remain vigilant as military operations against bandit terrorists intensify in the eastern part of the state.

    In a statement signed by the Special Adviser to Governor Ahmed Aliyu on Security Matters, retired Colonel Ahmed Usman, the government highlighted the success of the ongoing joint military operations, which he said had left the bandits disorganised.

    The statement added that multiple terrorist enclaves had been destroyed, dozens of bandits neutralized and hundreds of kidnapped victims rescued.

    The statement urged residents to be cautious and report any suspicious activities in their communities.

    “As security forces increase pressure on the bandits, some of them are fleeing to other areas with injured members. We are raising awareness to ensure our people remain alert, as these bandits may attempt to hide in villages or seek medical treatment at local clinics under disguise,” the statement read.

    The government reiterated its commitment to working with security agencies to restore peace and stability in the state, adding that residents were encouraged to play an active role by reporting unusual activities to the authorities to support the ongoing efforts to secure the region.

    “This proactive measure aligns with the governor’s nine-point agenda to create a safer and more economically viable Sokoto State.

    “The government remains determined to work collaboratively with security operatives to protect citizens and maintain peace in the state,” the statement stated.

    The major political parties in the country, on Wednesday, insisted that the Independent National Electoral Commission INEC must continue to conduct bye-elections to fill legislative seats that become vacant on account of resignation or deaths.

    In spite of INEC Chairman, Prof Mahmood Yakubu’s lamentation on Wednesday that bye-elections drain INEC resources, the Labour Party and the New Nigeria People’s Party maintained that INEC remained best suited to conduct bye-elections.

    The LP and the NNPP rejected the proposition by popular Senior Advocate of Nigeria, Mr Femi Falana, that INEC should stop conducting bye-elections and allow parties to internally decide who replaces an elected officer who resigns or dies in office.

    While the All Progressives Congress called for wider consultations, the Peoples Democratic Party agreed with Falana.

    Falana had argued that since the votes scored during elections belong to political parties, the replacement of elected candidates as a result of death or resignation should not call for a by-election.

    Speaking during a consultative meeting with political party leaders in Abuja on Wednesday, Yakubu expressed concern over the financial and logistical burden posed by the increasing number of by-elections in the country.

    He called for legislative reforms to adopt more cost-effective methods of filling vacancies in the national and state Assemblies.

    He said,” Over the last one and a half years since the inauguration of the current national and state Assemblies in June 2023, vacancies have occurred in 23 constituencies as a result of the death of serving members or their voluntary resignation for executive positions at the federal, state and even local government levels as ministers, commissioners, chairman of a local government and even board appointment.

    “While the commission has conducted nine bye-elections early last year, 14 more vacancies have occurred since then. They are unpredictable, unbudgeted and difficult to plan in advance. Worse, some bye-elections lead to more bye-elections.

    “Consequently, one bye-election led to three bye-elections. Not only are these bye-elections costly, they also divert the commission’s attention from its other extensive electoral responsibilities,” Yakubu lamented.

    The INEC chairman emphasised the need for legislative changes, noting that more efficient systems are in place in other countries to fill such vacancies without resorting to frequent elections.

    He said the commission had consistently advocated this reform over the past nine years and recently reiterated the call during its 2025 budget defence before the National Assembly.

    “We are glad that more Nigerians are now joining the advocacy. We hope that working together, we will continue to reform and improve our electoral process,” Yakubu said.

    Speaking with The PUNCH on the way forward on Wednesday,  the National Publicity Secretary of the Labour Party, Obiora Ifoh, disagreed with Falana’s proposition that parties should replace resigned or dead elected officers without involving INEC.

    Ifoh urged INEC and stakeholders to stick to the global best practice.

    He said, “In most of the democracies when there are vacancies, bye-elections are conducted, and offices are replaced. The truth of the matter is that INEC does not need to spend a humongous amount of money to conduct bye-elections because most of the essential materials are already with them.

    “I am talking about things like card readers, iRev and the rest of them. So, I don’t think there should be any shortcut to conducting bye-elections.

    “You also know that the electorate who vote for political parties have an interest in the candidates who emerge victorious for the offices. But when you allow political parties to fill in or present just anybody, it is possible they will fill in a representative that does not resonate with the people at the grassroots.

    “In that case, the position might go to the highest bidder instead of a proper representation. Democracy is all about representing the people. People must have a say in who stands in for them.”

    Similarly, the National Publicity Secretary of the New Nigeria People’s Party, Ladipo Johnson, disagreed with Falana’s proposition, saying, “I don’t think it is proper for parties to fill vacant positions. It is something that must be looked at critically. What is the difference between bye-elections and regular elections that parties will have to decide?”

    But the PDP Deputy Publicity Secretary, Ibrahim Abdullahi, supported Falana’s recommendation, emphasising that parties should be permitted to fill vacant positions.

    He stated, “For me, I think political parties should be allowed to fill vacant positions. When this is permitted by our laws, it will save INEC from some expenses.”

    However, the National Publicity Director of the APC, Bala Ibrahim, called for wider consultations on the way forward.

    He said, “Under democracy, things should be done according to the wishes of the majority. This issue should be thrown for wider deliberation and debate. If INEC. as the electoral umpire is complaining about the cost of conducting such an election and there are people making suggestions that parties should be empowered to fill the vacancies.

    “I think the matter should be thrown to a wider consultation so that at the end of the day, the decision of the majority will carry the day. I think the challenge is not just on parties to fill in the vacancies or go for bye-elections. It is for them and INEC to do all it takes to get a winner in the first round, even if it means making the conditions more stringent.

    “In the event of an election being conducted and there is no clear-cut winner, there should be alternatives like the second, third and fourth. That way the parties can brace up to ensure that they emerge victorious. Perhaps, we can be able to cut the cost of rerun and possibly all the shenanigans that will follow as a result of that.

    Dangote refinery targets 650,000bpd production by June

    Popular Dangote Petroleum Refinery plans to increase crude oil imports as the Nigerian National Petroleum Company Limited (NNPC) struggles to meet the fuel production requirements of the $20 billion Lekki-based facility.

    According to refinery officials, production has reached approximately 500,000 barrels per day (bpd), with a goal of scaling up to 650,000 bpd by June 2025.

    While the naira-for-crude deal, directed by President Bola Tinubu last year, remains in effect, sources at the refinery, speaking anonymously due to a lack of authorization to Punch, disclosed that additional crude imports are necessary to achieve this target.

    Dangote Refinery

    The NNPC is reportedly supplying only 350,000 bpd out of the 450,000 bpd allocated for domestic consumption, insufficient for the refinery’s 650,000 bpd capacity.

    Officials noted that although the NNPC supplies crude, it cannot meet the refinery’s daily requirements, necessitating imports. Asked whether more crude would be imported despite the reactivation of NNPC’s refineries, one source replied, “Of course! This is a 650,000 bpd refinery. We are ramping up production and should reach full capacity by midyear. Do you know what 650,000 bpd means?”

    Another official emphasized that the issue is not about NNPC’s capability but the sheer scale of operations. “We are not a 200,000 bpd refinery; this is 650,000 bpd. Currently, we produce 500,000 bpd, and by midyear, we’ll hit 650,000. To maintain operations, sourcing crude oil from outside Nigeria is a normal process,” the official explained.

    A consultant to the refinery highlighted its global significance, stating, “This is a game for the ‘big boys.’ How many 650,000 bpd refineries exist in the world, let alone in Europe? Even OPEC has noted the impact of this refinery on Europe’s PMS market.” The consultant also praised the quality of fuel produced, which meets Euro 5 standards, resulting in higher performance.

    Naira-for-Crude Initiative

    As Nigeria’s refining capacity grows, the 450,000 barrels of crude oil designated for domestic refineries are proving inadequate. Data from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) indicates that the Dangote refinery, Port Harcourt refinery, and six others collectively require 770,500 bpd to meet production demands.

    According to the NUPRC, Nigeria’s total refining capacity is 974,500 bpd, considering only operational refineries. In July 2024, President Bola Tinubu directed the NNPC to sell crude oil to local refineries in naira, starting with Dangote refinery as a pilot program. However, with the Port Harcourt and Warri refineries resuming operations, more refineries will soon participate in the naira-for-crude arrangement.

    The NUPRC projects that eight refineries will require 123.5 million barrels of crude in the first half of 2025. This includes:

    • Dangote refinery: 550,000 bpd
    • Port Harcourt refinery: 60,000 bpd
    • Warri refinery: 75,000 bpd
    • Kaduna refinery: 66,000 bpd
    • Opac refinery: 5,000 bpd
    • Waltersmith refinery: 4,500 bpd
    • Duport refinery: 2,000 bpd
    • Edo refinery: 1,000 bpd

    The Federal Government plans to review the naira-for-crude program in April 2025 to assess its effectiveness.

    In response to unreliable local supplies, the Dangote refinery is constructing eight additional crude tanks, increasing storage capacity by 41.67% to 3.4 billion liters. Devakumar Edwin, Vice President of Oil and Gas Business at Dangote Industries, stated, “Importing crude from other countries instead of relying solely on local sources requires higher stockpiles. We’ve started building eight more tanks, and four are nearing completion.”

    Although the NNPC is expected to supply 385,000 bpd to Dangote refinery under the naira-for-crude initiative, it remains unclear whether this target is being met. Industry experts suggest that as Nigeria increases crude production, local refineries may continue to depend on imports to meet their needs.

    The Presidency has announced that, starting at the end of January, local government areas (LGAs) across Nigeria will begin receiving their allocations directly from the Federal Allocation Account Committee (FAAC).

    This decision follows a landmark Supreme Court ruling in July 2024, which deemed state control over local government funds unconstitutional.

    According to reports, the Special Adviser to the President on Media and Public Communications, Sunday Dare, confirmed this development during an interview on Arise News on Thursday night.

    Dare emphasized President Bola Tinubu’s commitment to ensuring financial autonomy for Nigeria’s 774 local governments.

    In a unanimous judgment delivered by Justice Emmanuel Agbim, the Supreme Court directed that funds allocated to local governments should either be paid directly to them or routed through state governments. However, due to inefficiencies in the latter method, the court insisted on direct payments to LGAs.

    The ruling stemmed from a suit filed by the Attorney General of the Federation, Lateef Fagbemi (SAN), advocating for financial independence for local governments.

    Dare explained that the delay in implementing the court’s decision was necessary to put appropriate systems in place, which are now fully operational.

    The President spokesman said, “We have a President who ensures local government autonomy.

    “I spoke to a local government chairman, who said, ‘Oh, I will be getting ₦2.9bn, instead of the ₦200m I was getting before.’ From the end of this month, LGs will receive the money directly.”

    Dare emphasized the need for greater accountability in how states and local governments manage their resources.

    “One state collected ₦499 billion last year—nearly four times its previous allocation—yet there’s little to show for it,” Dare noted, adding that this underscores the importance of financial transparency across all levels of government.

    Dare called on Nigerians to hold state and local governments accountable, noting that criticism often unfairly targets only the Federal Government.

    “The framers of our constitution created the three tiers of government for a reason. It’s time to hold states and local governments accountable,” he added.

    Concerned, they reported the matter to the local Imam, and after several days of surveillance, they caught the boy in the act.

    When questioned about how he came to possess the Qur’an, the boy explained that it had belonged to his late father, a Muslim, and had been in his room for some time.

    He also admitted that he is a Christian and has little knowledge of the Qur’an.
